Elbasan and the centre: crypto in Tirana’s shadow

Half a million people live within an hour of the capital, yet none of them has a local crypto service. What you can do from Elbasan, Kavajë or Kamëz, and where the legal risk starts once mining comes up.

Central Albania is where distances are shortest and where, oddly, crypto feels as remote as anywhere else. Elbasan is 42 minutes from Tirana, Kamëz and Vorë are effectively its suburbs, and Kavajë sits between the capital and the coast. None of these municipalities has a Bitcoin ATM, a merchant that takes crypto or a mapped co-working space. This page explains, town by town, what you can actually do from each.

01Central Albania at a glance

The table sums up the municipalities on this page. Population comes from the 2023 census by INSTAT (the municipality figure, not the town), distance from the OSRM router in free-flowing traffic. Tirana and Durrës have their own pages: crypto in Tirana and crypto in Durrës.

One detail people often miss: Kamëz, with 96,137 residents, is almost as populous as Fier or Shkodër municipality. According to shqiptarja.com’s reading of the census, Tirana county holds 758,513 people, about 31.6% of the country. So when we talk about “the centre”, we are talking about a third of Albania.

02Elbasan: the industrial city 42 minutes from the capital

Elbasan municipality has 115,101 residents and the town about 66,834 (Wikipedia, citing the same census). Together with Shkodër, it saw one of the steepest population falls between 2011 and 2023, according to press coverage of the census. Many families have someone abroad, and many young people commute to Tirana every day.

The city’s identity is industrial. The Chinese-built steel combine of 1974 and the ferrochrome smelter, now part of the Balfin group, gave Elbasan jobs and, as Wikipedia puts it, a reputation as one of the country’s most polluted cities. It has Aleksandër Xhuvani University and Elbasan Arena, which serves as the de facto national stadium. The Tirana–Elbasan road links it to the capital in 39 km and around 42 minutes.

OpenStreetMap shows, within 3 km of the centre, 14 bank points (BKT and Raiffeisen with two each, plus Credins, Tirana Bank, Fibank, Union, OTP, ABI, ProCredit, UBA and Intesa), 5 cash machines, 2 exchange offices and 3 money-transfer points (Ria, MoneyGram, Western Union). Two exchange offices is low for a city this size, probably because the map is incomplete. For a student in Elbasan, buying crypto works exactly as it does in Tirana: an ID, a card and a platform that accepts Albania.

Who looks for crypto in Elbasan? As far as we can tell, four groups: university students who know it from social media; commuters who work and get paid in Tirana; industrial workers; and families with relatives abroad sending money from Italy, Greece or Germany. For that last group the usual advice holds: remittances arrive more cheaply and transparently by bank transfer than as crypto, because turning USDT into lek runs through a bank anyway. The lek P2P market was almost empty when we checked on 2 October 2026, so don’t count on it as a safe way to get cash. More on P2P crypto in Albania.

So how do you buy crypto from Elbasan? The same way as from Tirana. Everything happens online, so the 42 minutes make no difference to the purchase itself. They only matter if you want to attend an event, meet people from the community or talk to your bank’s head office about a large transfer.

  4. Keep recordsSave every confirmation. Gains are taxed at 15% and declared by 31 March.

03Power and mining: where the legal risk begins

In a city with an industrial past, old warehouses and heavy-duty power lines, the idea of a bitcoin “farm” comes naturally. So let’s be clear: mining is not banned in Albania. The government’s impact assessment of 13 May 2026 states that mining “is not regulated as a financial service”, and we found no explicit prohibition. Mining income counts as investment income and is taxed at 15%, unless it amounts to business activity.

The legal risk lies elsewhere: electricity. Every police case we know of involves stolen power. In June 2021 police in Fier found a “bitcoin lab” disguised as a factory after detecting losses on the grid. In January 2022 in Shijak, a few kilometres from Durrës, about 631 devices and solar panels were seized from two unlicensed sites, a set-up valued at roughly €1 million according to Exit News. In May 2022 in Shkodër, 16 rigs were running on illegal hook-ups, and an OSHEE meter reader was prosecuted too.

For the national framework, without repeating it here: Law No. 66/2020 requires an AMF licence for exchanges, but no platform has been licensed as of October 2026 (is crypto legal in Albania); the 15% tax is explained under crypto tax; platforms that accept residents are compared in the best crypto exchanges.

04Kavajë: between the capital and the coast

Kavajë municipality has 30,012 residents according to INSTAT 2023 and borders the Durrës area. On the crypto map that means Kavajë has nothing of its own: no Bitcoin ATM is mapped on OpenStreetMap/BTC Map in Kavajë as of October 2026, and there are no merchants or co-working spaces either. What Kavajë does have is proximity. The only place in all of central Albania that appears on the map as accepting bitcoin is a holiday apartment in Golem, on the Durrës coast, tagged for Lightning payments (last checked in 2024, so ask before you pay). For Kavajë residents who work seasonally in tourism and get paid in euros, the advice is the same as in Durrës: keep your earnings in a bank account and, if you want crypto, buy from your own account, not from a stranger on the beach.

05Kamëz and Vorë: Tirana’s suburbs

Kamëz (96,137 residents) and Vorë (21,621) are separate municipalities on paper, but in daily life they belong to greater Tirana. Most residents work, study or shop in the capital. That gives them a practical edge over Elbasan or Kavajë: Tirana’s exchange offices, bank head offices and co-working spaces are a short ride away.

Just don’t expect more from Tirana than it has. There is no verified Bitcoin ATM there either, and no exchange office sells crypto under a licence. What Tirana does have is the occasional community event, such as the Balkans Crypto conference at the Palace of Congresses in 2025, and, unfortunately, the fraudulent call centres that Eurojust helped shut down in April 2026. 06Practical routes from the centre

Living in central Albania gives you something people in Kukës or Sarandë don’t have: Tirana is close for anything that can’t be done online. For crypto, though, “close” doesn’t buy you much. Here is how we see it.

For everyday purchases, a phone and a card are enough. Cards issued by banks in Elbasan or Kavajë work exactly like those from Tirana; if your bank allows it, a euro card avoids the conversion. For larger euro transfers, SEPA has worked from Albania since October 2025, but not every platform accepts it for Albanian customers; see bank transfers and SEPA. As for the nearest Bitcoin ATMs, they are a long way off in every direction from the centre: Prizren in Kosovo and Ioannina in Greece are several hours’ drive, as the map below shows.

Is bitcoin mining legal in Elbasan?

We found no ban on mining in Albania. The government’s impact assessment of 13 May 2026 says mining is not regulated as a financial service, and income from it is taxed at 15%. The known police cases (Fier 2021, Shijak and Shkodër 2022) all involved stolen electricity.

How far is Elbasan from Tirana?

According to the OSRM router, 39 km and about 42 minutes without traffic, via the Tirana–Elbasan road. Rush hour adds time. For crypto the distance barely matters, since buying happens online; it matters for events, meetups and banks’ head offices.

I live in Kamëz. Where are the nearest services?

Kamëz and Vorë are part of the Tirana urban area, so the capital’s exchange offices, banks and co-working spaces are close by. There is no licensed physical crypto office anywhere in Albania; you buy through international platforms using your own ID.
