Revolut, Wise and PayPal for Albanian residents

“Revolut Albania” is one of the most-searched money questions in the country, and many people hope a fintech app will be their door into crypto. Here is what an Albanian resident can actually open, what they can't, and what each option means for buying crypto.

01Is Revolut available in Albania? The short answer

For someone living in Albania, Europe's best-known fintechs are less useful than the adverts suggest. Revolut doesn't open accounts for residents. Wise doesn't pay out in lek. PayPal offers no crypto here. Local apps such as Paysera Albania, RaiPay and Easypay exist and work, but none of them sells crypto.

That doesn't mean you can't buy crypto. It means the route runs through your bank and a crypto platform, not through a foreign fintech app. The board below sums up the position as of October 2026.

02Revolut in Albania: why the answer is no

Not for residents. As of October 2026 we found no announcement of a Revolut launch in Albania. The Revolut pages that mention Albania are about "sending money to Albania", aimed at customers who live in Revolut's markets and send money home. The app does appear in the Albanian App Store, rated 4.7 by 475 users, but a store listing only means you can download it. It doesn't mean you can open an account with an Albanian ID card and address.

Revolut also has a MiCA-licensed crypto arm: Revolut Digital Assets Europe Ltd, authorised by CySEC in Cyprus on 20 October 2025. That licence covers customers in the EEA. For Albanian residents it has no practical relevance, because they can't become customers in the first place.

Many Albanians in the diaspora hold Revolut accounts in Italy, Germany or elsewhere, which is entirely lawful while they live there. Account terms follow your country of residence. If you move back to Albania, read the terms and tell Revolut your new address. We don't explain any way around residency rules, and we strongly advise against using anyone else's address or account.

03Wise, the lek and crypto

Wise is an excellent tool for international transfers in many countries, but with Albania there is a clear limit: Albania is not on the list of countries Wise sends money to. In other words, Wise doesn't pay out in lek to an Albanian account. Whether an Albanian resident can open a Wise account themselves, we couldn't verify, so check on Wise's own site before you rely on it.

On crypto the answer is simpler: Wise neither buys nor sells crypto. In the euro P2P market you will see ads that accept Wise as a payment method. Those ads are for people who hold a Wise account in their own name. Always pay only from your own account; payments from other people's accounts are a leading cause of frozen accounts and fraud. 04PayPal in Albania and crypto

"Buy crypto with PayPal" comes in dozens of variants, including from Albania. For residents the answer is no: buying crypto inside PayPal is offered only in the US, the UK and some EEA countries served by PayPal's Luxembourg entity. Albania isn't included. Which other PayPal account features apply to an Albanian resident, such as sending, receiving or withdrawing to a bank, we haven't verified; check PayPal's own page for your country.

Be careful, too, with middleman sites promising "bitcoin with PayPal" and with P2P sellers who take PayPal. PayPal payments can be reversed days or weeks later, which is why serious sellers refuse them. When someone accepts them readily, they are often counting on exactly that reversal, or using a stolen account.

05Paysera Albania: the most useful for crypto

Of all the apps on this page, Paysera has the most direct link to crypto, even though it doesn't sell crypto itself. Paysera Albania has held an e-money institution licence from the Bank of Albania since 5 March 2021. It offers IBAN accounts, domestic and SEPA transfers, currency exchange and cards. So it can serve as a euro account for SEPA deposits to an exchange.

Paysera also appears as a payment method in OKX's lek P2P ads, alongside bank transfer, so some lek traders use it. What we don't know is whether exchanges accept Paysera as a deposit source for Albanian-resident customers: that hasn't been tested. Before sending a large amount, try a small one.

06RaiPay and Easypay: the local apps

RaiPay is Raiffeisen Bank Albania's digital wallet, rated 4.43 by 203 users in the Albanian App Store. It is a tool for the bank's customers to make everyday payments. We found no crypto feature, and no Albanian bank, Raiffeisen included, offers crypto trading.

Easypay is an e-money institution licensed by the Bank of Albania since November 2015, with a network of around 320 agent locations for transfers and bill payments. Its app is rated 4.37 by 60 users. It has no crypto feature and no link to any exchange. No crypto platform we know of accepts deposits through Easypay.

07Remittances: Western Union, MoneyGram and Ria

For many Albanian families, the "money app" isn't Revolut but the remittance counter. Union Financiar Tiranë has been Western Union's sole agent in Albania since 1995, with more than 700 "Unionnet – Western Union" locations. MoneyGram and Ria also pay out in Albania. These networks work well for sending money to relatives, but they are not a route into crypto.

None of the lek P2P ads we saw on 2 October 2026 listed Western Union, MoneyGram or Easypay as a payment method. Their use in crypto trades is anecdotal and risky: a cash pick-up can't be disputed the way a bank transfer can. If a relative abroad sends you euros and you want to use them for crypto, the safe route is to pay them into your own bank account and continue from there, with a clear trail for the source of funds.

08How to check for yourself whether a fintech accepts you

Terms change, and what holds today may not hold in six months. Before trusting any article, this one included, run three checks. First, look on the official site for the list of "eligible countries" for opening an account, not the list of countries you can send money to. Second, at sign-up, see whether Albania appears in the country-of-residence menu. Third, don't confuse an app's presence in the Albanian App Store with your right to be a customer.

If Albania isn't on the list, the answer is no. Don't look for a fix in foreign addresses, other people's documents or "agents" who promise accounts: accounts like that can be closed at any moment, along with the money inside.

09What this means for buying crypto

The practical map comes down to three routes. First, the Visa or Mastercard from your own bank, in lek or, better, in euros: the quickest option, and it works on most international platforms. Details in buying with a card.

Second, a euro account, at a bank or with Paysera, for SEPA transfers to an exchange. Albania is in SEPA and the first transfer went through on 7 October 2025, but not every platform offers SEPA to customers outside the EEA. Check in the app before you send. See bank transfer and SEPA.

Third, for those who specifically want to pay by lek bank transfer, P2P, with the care a market this thin demands. And a note for the future: the Bank of Albania gave a preliminary licence to JET Bank, a digital bank, on 3 December 2025. We don't yet know what it will offer, but it could change the local banking-app landscape.

Frequently asked questions

Is Revolut available in Albania?

Not for residents. As of October 2026 we found no Revolut launch in Albania: the company only offers sending money to Albania from the countries where it operates. The app appears in the Albanian App Store, but that does not mean you can open an account with an Albanian address.

Can I use Wise in Albania?

Wise does not list Albania as a country you can send money to, so it does not pay out in lek. Whether Albanian residents can open a Wise account at all, we could not verify. Wise doesn’t offer crypto either, so it isn’t a route to buying crypto.

Can I buy bitcoin with PayPal from Albania?

No. Buying crypto inside PayPal is offered only in the US, the UK and some EEA countries served by PayPal’s Luxembourg entity. Albania is not included. Be wary of sites promising “bitcoin with PayPal”: PayPal payments can be reversed, which makes such deals risky.

Is Paysera useful for crypto in Albania?

It can be. Paysera Albania has held an e-money institution licence from the Bank of Albania since 5 March 2021 and offers IBAN accounts and SEPA transfers. Paysera appears as a payment method in OKX’s lek P2P ads. Whether exchanges accept Paysera deposits from Albanian residents has not been tested.
