01Vlorë today: port, oil and holidays
People searching “crypto Vlorë” or “buy bitcoin Vlora” are rarely looking for a cash machine. More often they want to know whether a seaside flat can be bought with bitcoin, or whether a “tokenised property” is worth a punt. Vlorë is the Albanian city where those questions have a real precedent, which is exactly why they deserve care.
Vlorë municipality has 83,683 residents according to INSTAT’s 2023 census; the city itself about 66,320. It is Albania’s second-busiest port, in a region producing oil, gas, bitumen and salt, and home to Ismail Qemali University, founded in 1994. The investment agency AIDA ranks it the fourth ICT and outsourcing hub after Tirana, Durrës and Shkodër.
Tirana is 156 km away, about 2 h 13 min in free-flowing traffic by OSRM and easily longer in summer. To the south, Himarë is 62 km, roughly 1 h 35 min. Summer tourism on the Lungomare and at Zvërnec, the sea link to Italy and foreign money flowing into property drive the local economy.
02The tokenised apartment: what we know and what we don’t
According to bne IntelliNews, Heritage, an Albanian asset-management provider, completed what was presented as the country’s first property blockchain transaction: it tokenised a €60,000 apartment in Vlorë, with 32 participants.
We should be clear about the limits here. The full article was blocked for us, so we read only the summary that appears in search results. We have not confirmed the date, the legal structure of the tokens, or whether participants paid in crypto or in euros. So we call it an interesting precedent, not a model to copy.
There is also a legal point many people miss. Law 66/2020 requires an AMF licence for several categories of DLT activity, including collective investment and innovative services. As of October 2026, AMF has licensed no one. Any public offer of “property shares as tokens” in Albania therefore lacks the supervision the law envisages.
03The airport, Zvërnec and Sazan
Vlorë property listings often lean on the projects that will supposedly “transform” the area. Two of them are real and very large, but both carry uncertainty a buyer should understand.

At the time of our research the airport had no opening date and the Sazan–Zvërnec project faced land claims and protests. Neither fact makes a purchase in Vlorë a bad idea, but both make a purchase justified only by “the value will double once the airport opens” a risky one. When a growth promise is combined with payment in crypto, the risk compounds.
04“Pay in crypto”: what is actually verified
Several Vlorë flat listings on the Realting portal say crypto payment is possible. That is the seller’s claim. The grid below shows, for each of the “facts” circulating about Vlorë, what we were able to verify.

05Six checks before any “crypto property”
Take a Vlorë-born emigrant working in Germany who has saved part of their money in bitcoin and spots a flat near the Lungomare tagged “crypto accepted”. These are the questions we would ask before a single satoshi moves.
- Who is the legal owner?Ask for the ownership document and check the name matches the seller. Registration happens at ASHK, in lek or euro.
- What exactly are you buying?A whole flat, a share of ownership, or tokens giving a claim on rent? Get it in writing.
- Where is the contract?The sale contract is signed before a notary. A “smart contract” on a blockchain does not replace it.
- Is the token offer licensed?Law 66/2020 requires an AMF licence. As of October 2026 AMF has licensed no one.
- Pay through the bankSell the crypto in your own account, withdraw euros and pay by transfer. The bank will ask about source of funds, so keep your history ready.
- Ignore the deadline“The offer ends Friday” is pressure, not information. Property scams and crypto scams use the same tactic.
06Banks, ATMs and cash in Vlorë
No Bitcoin ATM is mapped on OpenStreetMap or BTC Map in Vlorë as of October 2026. Check Coin ATM Radar for live status. No merchants accepting bitcoin and no coworking spaces are mapped either.
Within 4 km of the centre, OpenStreetMap shows 19 bank points (OTP 3; BKT, Raiffeisen and Credins 2 each; plus Tirana Bank, Intesa, ABI, Union and Fibank), 13 ATMs, 5 exchange offices and 5 Western Union or MoneyGram points. That is plenty for buying and selling crypto online; for a large property transaction you may still want a meeting at your bank’s head office in Tirana.
Vlorë’s cross-border options run two ways. By sea, Italy, an EU and euro jurisdiction where we have not verified any Bitcoin ATM. By land, the nearest mapped machine is the Bcash unit in Ioannina, Greece, reached via Gjirokastër and the Kakavija crossing; the Gjirokastër–Ioannina leg alone is 89 km. Vlorë also has a walk-on part in crypto news: the August 2022 arrest of the Thodex founder was reported by some outlets as happening “in Vlorë”, while others name Palasë in Himarë municipality. For most people in Vlorë, of course, crypto has nothing to do with property. A student at Ismail Qemali University, a shift worker at one of the city’s outsourcing firms or a family letting a flat to summer visitors will buy the same way as anyone in Tirana: an international platform that accepts Albanian residents, a card or SEPA payment, and withdrawals back to their own bank when they sell. If you rent out a flat and guests offer to pay in crypto, treat it as income like any other, keep a record and remember the 15% rule on gains. 07Law and tax in brief
Vlorë follows national rules: individuals may buy and hold crypto, but no platform is licensed by AMF under Law 66/2020 as of October 2026 (is crypto legal in Albania).
