01The short version

If you are reading a CEX.IO review because you want to buy bitcoin or USDT from Albania with your bank card, the quick answer is yes, it works: Albanian residents are accepted and a Visa or Mastercard purchase runs straight from the app. The longer answer comes with a few caveats, and this page goes through each of them.

CEX.IO is one of the longest-running exchanges around, active since 2013. For our readers it is the editor’s pick for buying crypto with a card: sign-up is simple, the buy screen is clear and Albania is not excluded. On the other side of the ledger, there is no lek, no AMF licence and the card fee can reach 4.99%. You should know both halves before you pay for anything.

Our verdict

The least fiddly way we found to buy a first coin with an Albanian bank card. We recommend it for card purchases of small to medium size, on the understanding that, as with every other platform, Albanian investor protection does not apply.

02Is CEX.IO available in Albania?

Yes. CEX.IO publishes a list of roughly 30 territories it will not serve, including Russia, Belarus, Iran, Canada, India, Japan and Singapore. When we checked on 2 October 2026, the unsupported-countries list did not include Albania. Kosovo, North Macedonia, Serbia and Montenegro were not on it either.

In practice this means you can register as an Albanian resident and pass identity verification with your biometric ID card or passport. “Not excluded” is not a promise about every detail, though. Whether your document passes the automated check, whether your bank approves the card payment and whether SEPA appears for your account all depend on the individual case. If something stalls, customer support is the first port of call.

One small trap: the App Store also lists “CeX”, a British electronics retailer. It is unrelated. The app you want is called “CEX.IO: Crypto Wallet/Exchange”.

03Licences: what CEX.IO has, and what it doesn’t

Precision matters here, because plenty of sites get it wrong. According to its own legal page, the CEX.IO group contracts through four entities: one for the UK, one for the European Economic Area, one for the US and one for “other jurisdictions”. Albania is outside the EU, the EEA and the UK, so Albanian customers fall under the international entity. Local investor protection does not reach them.

The group’s regulated footprint sits outside Albania. In the US, CEX.IO Corp. is a FinCEN-registered money services business with state money-transmitter licences. In the UK it holds an FCA registration for anti-money-laundering purposes only, which is not FCA authorisation. It also has a regulated presence in Gibraltar. None of these covers customers in Albania.

CEX.IO has no MiCA licence: the interim ESMA register we downloaded on 2 October 2026 has no CEX entity. Even if it did, a MiCA authorisation passports across the 30 EEA states only, not Albania. Nor is CEX.IO licensed by the AMF, and neither is anyone else: according to the government’s May 2026 impact assessment, the AMF and AKSHI have received zero applications under Law No. 66/2020. 04CEX.IO fees and limits

CEX.IO offers two ways to buy, and their costs are very different. Instant Buy by card is quick and simple, but the fee ranges from 0.49% to 4.99% plus a service charge, and the quoted price includes a spread. Spot trading on the order book is far cheaper: 0.15% maker and 0.25% taker at the entry tier, falling with volume.

On a first purchase of €100, the gap between 0.49% and 4.99% is about €4.50. That is fine for a trial run, but it adds up on larger sums. Our advice is simple: use the card to get started, and once you are comfortable, try a euro deposit and a limit order on the spot market.

New accounts come with limits: $1,000 a day and $3,000 a month for the first three months after ID verification. For most first-time buyers that is plenty. 05Card, SEPA and lek: paying from Albania

Card. The main route. Visa and Mastercard cards issued by Albanian banks normally go through, and Apple Pay or Google Pay are available if your card supports them. The minimum is $20. A student in Tirana with a BKT debit card in lek can buy directly, but will also pay the bank’s conversion from lek into euros or dollars. If you hold a euro card, use that one. Now and then a bank’s fraud filter blocks the first payment to an exchange; a call to the bank usually sorts it out.

SEPA. Euro deposits by SEPA are listed at €2.99. Albania joined the SEPA scheme and the Bank of Albania announced the first SEPA transaction on 7 October 2025. That does not mean every exchange offers SEPA to Albanian customers. Check the deposit screen in the app to see whether SEPA is offered for your account before sending money. Lek. CEX.IO does not support the Albanian lek. Its fiat currencies are the US dollar, the euro and sterling. There is no domestic lek transfer, no Easypay and no lek P2P. Other options. SWIFT is a fallback from a dollar or euro account (0.1%, minimum $10, from $300). Skrill and Neteller appear on the payments page, but their availability in Albania has not been verified. PayPal on CEX.IO is US-only. The CEX.IO Card is not an option either: it was EEA-only and has been suspended since February 2026.

06The app and security

On the Albanian App Store, the CEX.IO app is rated 4.8 out of 5 from about 480 ratings (October 2026). Among exchange apps, only Binance and Bybit have more ratings in the Albanian store. The app combines instant buy, the wallet and spot trading in one place, which makes it approachable for beginners.

On security, CEX.IO offers two-factor authentication, KYC/AML policies and PCI DSS compliance documentation for card data. We found no proof-of-reserves report and do not claim one. Our rule is the same for every exchange: turn on app-based 2FA rather than SMS, and keep no more on the platform than you need for trading.

07How to open a CEX.IO account from Albania

The process usually takes a few minutes if your document is clear and your details match. Always use your real name and address: you will need them when you withdraw.

  1. Download the app or open the official siteSearch for “CEX.IO: Crypto Wallet/Exchange” in the App Store or Google Play. Watch out for look-alike apps and ads using the brand.
  2. Register with your email and select AlbaniaUse a strong password and switch on 2FA with an authenticator app straight away.

  4. Add a card or check for SEPALink a Visa or Mastercard, ideally in euros. Look in the deposit section to see whether SEPA is shown for your account.

08Who CEX.IO suits

CEX.IO makes most sense for first-time buyers and people who buy by card now and again: someone in Durrës putting €50 a month into bitcoin, a student trying out USDT, or a family with relatives abroad who wants to understand how it all works. For them, simplicity is worth more than a small fee difference.

It is not the best fit if you want to pay in lek, if you are an active trader after a wide range of derivatives, or if you specifically want an EU-licensed counterparty. For those profiles, compare the alternatives below.

Is CEX.IO available in Albania?

Yes. Albania is not on CEX.IO’s list of unsupported countries (checked 2 October 2026), so Albanian residents can open an account and verify with an ID card or passport. Albanian customers are served by the group’s international entity rather than by anything licensed in Albania, so local investor protection does not apply.

Is CEX.IO licensed by the AMF or under MiCA?

No. CEX.IO holds no licence from Albania’s Financial Supervisory Authority (AMF) and is not on ESMA’s MiCA register. No other international exchange covered on this site is AMF-licensed either. The group’s regulated footprint is a US FinCEN registration with state money-transmitter licences, a UK FCA anti-money-laundering registration and Gibraltar.

How much does it cost to buy bitcoin with a card on CEX.IO?

Card purchases cost between 0.49% and 4.99% plus a service charge, and the price includes a spread. CEX.IO does not support the Albanian lek, so if your card is in lek your bank also adds a currency-conversion fee. A euro card usually works out cheaper.

Can I deposit by SEPA from an Albanian bank?

SEPA euro deposits are listed at €2.99. Albania has been in SEPA since October 2025, but it has not been confirmed that CEX.IO offers SEPA to every Albanian-resident account. Check the deposit screen in the app before you send money.

What are the limits for a new CEX.IO account?

For the first three months after ID verification, new accounts are limited to $1,000 a day and $3,000 a month for card purchases. Standard account limits apply after that period.
